FAQ

Here are some of the most common questions we receive about CHCBS:

What is the CHCBS program?

The Children’s Home and Community-Based Services (CHCBS) program is a Medicaid-funded initiative that supports children with severe medical or developmental needs who would otherwise require institutional care. It enables families to keep their children at home by providing nursing, personal care, and respite services. This program not only improves the child’s quality of life but also strengthens family stability by ensuring that necessary care and daily support are delivered in a familiar, loving environment.

Who is eligible for CHCBS?

CHCBS is available for children under 18 who have serious medical conditions, disabilities, or developmental challenges that require daily skilled care. To qualify, the child must meet both medical and financial criteria established by Medicaid. However, in many cases, parental income is not counted, making the program accessible to more families. The goal is to ensure that every child who needs institutional-level support can safely remain at home with proper services in place.

What services does CHCBS cover?

CHCBS offers a wide range of in-home and community-based supports, such as personal care assistance, homemaker services, respite care, and coordination of medical needs. These services are tailored to each child’s unique health condition and family circumstances. The program helps parents manage complex care routines, maintain a balanced family life, and give their child the opportunity to grow, learn, and recover in a familiar home setting.

How is CHCBS different from regular Medicaid?

Regular Medicaid provides general healthcare coverage, while CHCBS offers extended benefits specifically for children who qualify for institutional-level care but can live safely at home. It focuses on personal, home-based support — caregiving, and daily assistance — designed to meet complex medical needs. This approach reduces hospitalizations, strengthens family involvement, and promotes emotional well-being by allowing children to stay close to their loved ones.

How do I apply for CHCBS?

Families can apply by contacting their county’s Medicaid office or an approved case management agency. The application process involves submitting medical documentation, financial details, and completing a needs assessment. Once eligibility is confirmed, a case manager will help develop a personalized care plan. This process ensures that each family receives the right mix of medical, personal, and emotional support tailored to their child’s unique situation.

How long does it take to get approved for CHCBS?

Approval times can vary depending. Generally, it may take anywhere from four to twelve weeks. During this time, medical and financial reviews are completed, and a care plan is developed. Working closely with your case manager helps speed up the process and ensures that once approved, your child can begin receiving the necessary services without delay.

Can CHCBS cover medical equipment or supplies?

Yes. CHCBS may cover or assist with durable medical equipment such as wheelchairs, lifts, adaptive beds, or mobility aids. These tools help children maintain independence and safety at home. The program also supports families in obtaining the necessary supplies for daily medical routines, making at-home care easier, more effective, and better aligned with each child’s individual care plan.

What age does CHCBS coverage end?

CHCBS services continue until a child turns 18. As your child approaches adulthood, your case manager will help prepare a transition plan to adult Medicaid or other waiver programs. This ensures that care continues without interruption, and the young person remains supported as they move into the next stage of life, whether continuing medical treatment or gaining more independence.

My sincere thanks to you and your staff at Mercy Home Services for coming to my 1 rescue back in June. Your Caregiver helped me shower daily, made my bed, prepared meals and did food shopping, light cleaning and the laundry. She was a gem, always on time, and her manner and demeanor exhibited her many years of experience as an expert Caregiver. She was dependable, calm, caring and trustworthy. I also enjoyed her lovely sense of humor. I also salute you for your flexibility in making the effort to accommodate a prospective client at the “last minute,” as well as your reasonable cost for the excellent care received.

I was referred to Mercy Home Services when my Mom was coming home from a hospital. I was out of town and had to organize everything remotely. The staff was extremely helpful and professional. I was very stressed and totally lost but they handled everything from start to finish. One of their care managers went out to the hospital to assess mom that same day and was able to get Mom home safely. What I liked the most was their flexibility and quick action. Mom came home with 24-hour care for her first few days and then was able to slowly reduce hours to a manageable schedule. Highly recommend!

Their caregivers have done a phenomenal job for our family. Mom wanted to stay home and we just could not manage her care alone due to our work and families. If it weren’t for Mercy Home Services, it would have been impossible for us to keep Mom home. She really enjoys the company of her caregiver and is living life again. Thank you, Mercy Home Services for all what you have done for us. We highly recommend them to anyone who needs high-quality care for an loved one.

Mercy Home Services was recommended to us when we were in desperate need of care for our mother. She had fallen a few days before we were to leave town and couldn’t she couldn’t be left alone. Our experience has been that Mercy Home Services was able to provide us with caregivers on short notice who were knowledgeable, efficient, dependable and kind. Emily, our case manager, has been so responsive and helpful. Amy who did the intake gave us assurance that care was on the way! Now, we are ready to recommend the Mercy Home Services to others.
